Dear Sir/Madam,
Good day.
I am humbly reaching out to seek help and intervention for my friends, Jonathan and Jennifer Buac, the parents of 13-year-old Sean Buac of Upper Quezon Hill, Baguio City.
I am not a relative of the family. I am a friend who has personally witnessed what they are going through, and it honestly breaks my heart to see them crying and feeling completely helpless as parents who simply want to protect their son and secure the help he needs.
Sean, who is only 13 years old, suffered a devastating injury after allegedly being punched in the eye by a 12-year-old child. Despite receiving medical treatment, his eye could no longer be saved and had to be surgically removed.
A 13-year-old boy has now lost an eye and will have to live with this life-changing disability for the rest of his life.
The family is not only dealing with the emotional trauma caused by this incident but also the financial burden of Sean’s continuing medical needs.
The hospital expenses were covered through his father’s PhilHealth benefits. According to the family, the parents of the 12-year-old child did not reach out to them to offer financial assistance for the hospital bills. Sean’s father had to use his PhilHealth coverage because Sean needed immediate treatment and had to be discharged from the hospital, while the family was unable to obtain assistance from the other child’s parents.
Sean is expected to need approximately three months to recover from the surgery before he can be fitted with a prosthetic eye. The prosthetic eye will also require future replacement as he grows, with the expected replacement period depending on the type and quality of the prosthesis and his individual needs.
The family is extremely worried about how they will afford these future expenses. According to them, the parents of the other child have not made any clear commitment regarding assistance with Sean’s future prosthetic eye and other related medical expenses.
A meeting was already held at the barangay in an attempt to address the situation, with a social welfare representative present. However, the meeting did not result in a clear resolution or concrete agreement.
The parents of the 12-year-old child reportedly said that they would seek help from doctors they know. However, there was no definite commitment as to when such assistance would be provided or what expenses would be covered. Meanwhile, Sean continues to recover from surgery, and his parents remain uncertain about how they will manage his future medical needs.
What makes the situation even more difficult is that Nathaniel and Jennifer do not know how to properly pursue this matter or where they should turn for legal and government assistance.
I also want to emphasize that this incident happened only last week. Since then, Sean’s parents have been trying everything they can to seek help and guidance, yet sadly, they have not received the assistance and direction they desperately need.
What is particularly heartbreaking is seeing how other incidents, including a recent bullying case circulating online, can receive widespread attention while there is also a young boy and his parents quietly suffering through a life-changing tragedy. Their once healthy and active son is now facing the reality of living with the permanent loss of an eye.
I sincerely hope that Sean’s situation can also be given attention and that someone can step forward to help this child and his family during this extremely difficult time.
Nathaniel and Jennifer are very humble people. They are not familiar with legal procedures, government agencies, or the processes involved in seeking assistance and protecting their child’s rights. They are simply parents who are devastated that their son has lost an eye.
As their friend, I cannot simply watch them suffer and do nothing. I have personally seen them cry because they feel powerless and do not know where to turn for help.
We understand that the 12-year-old child is also a minor and that there are laws in place to protect children. We are not asking for the law to be violated or for the other child to be treated unfairly.
What we are asking for is guidance and assistance in determining what legal remedies and responsibilities may apply in this situation, particularly concerning Sean’s welfare, medical expenses, future prosthetic eye costs, and the responsibilities of the parents or guardians of the child involved.
We respectfully ask to please look into this matter and, if possible, help the Buac family reach the appropriate government agencies, legal authorities, social welfare offices, or other organizations that may be able to assist them.
We hope your program can help this family understand:
• What legal remedies or courses of action are available to Sean and his parents;
• What responsibilities, if any, may apply to the parents or guardians of the 12-year-old child;
• Whether assistance may be available for Sean’s continuing medical treatment and future prosthetic eye replacements;
• What steps the family should take following the barangay meeting, which did not result in a clear resolution; and
• Where the family can obtain free or affordable legal assistance and social welfare support.
We are not asking for special treatment. We are simply asking for someone to help this family understand their rights, find the proper legal and government channels, and secure the support Sean needs for his future.
Sean is only 13 years old. He should be worrying about school, friends, and growing up—not learning how to live with the loss of an eye.
